Kell's hesitance in responding is telling, Sirius thinks. And he's proven correct once Kell does speak, the answer somewhat conflicting. A servant treated as family? It's true Sirius may not fully understand how royalty is done given he's never paid all that much attention to the Muggle monarchy, but it seems odd to him all the same.
